This document is a Technical Design Report (TDR) which presents the status of the PANDA Forward Time-of-Flight (FToF) wall design. The FToF wall is a system of large scintillation counters which intends for
detection on event basis of the timestamps particles emitted within acceptance of the PANDA Forward spectrometer. The overall
timing resolution of the system is better than 100 ps. The FToF wall is assumed to be used in PID of forward going hadrons with momenta below 4 GeV by time-of-flight criterion. The Dipole ToF implied to be placed inside the dipole magnet is an extension of the FToF wall requiring more R&D. It will be covered in an addendum to this document.
